ENCINITAS — An unauthorized but increasingly beloved stained-glass mosaic of a surfing Madonna must come down, all five Encinitas City Council members said on the dais Wednesday.
At the same time, however, the City Council unanimously voted to spend $2,000 for an arts conservation agency to study how the piece can be removed without damaging it.
A group of artists apparently dressed as construction workers installed the mosaic in broad daylight in the days before Easter. It depicts Our Lady of Guadalupe on a surfboard with the words “Save the Ocean” down the side. The mosaic, however, did not go through the city’s customary public review process and is considered graffiti under Encinitas municipal code.
